Becoming an MCA Electro-Technical Officer

The routes to an ETO CoC, and what each one actually asks of you

As yachts have got larger and their systems more integrated, the electrical side of the engine room has outgrown the general engineer. The Electro-Technical Officer is the MCA's answer to that: a certificated specialist for power generation and distribution, automation and control, and the electronic systems the vessel now runs on. This page sets out how you actually get the certificate.

One figure worth checking before you rule yourself out. Industry summaries of the ETO route often state that qualifying sea service must be completed on vessels above 3,000 kW propulsion power. We went to the MCA notice itself, and it sets the threshold at more than 750 kW. That difference matters enormously in yachting: a great deal of engine-room time that looks disqualifying at 3,000 kW counts perfectly well at 750 kW. The 3,000 kW figure appears to be borrowed from the separate propulsion-power bands used for MCA yacht engineer certificates, which are a different qualification entirely.

The routes to an ETO CoC

The MCA sets these out in MSN 1860 (M) Amendment 1. Broadly there are two live pathways, plus one that has since closed.

The cadetship route

You join an MCA-approved UK cadetship, an approved cadetship programme, or an approved overseas collaborative programme, and complete at least 12 months of combined seagoing service and workshop skills training while following an approved Foundation Degree or HND/Advanced Diploma. Within that, at least 6 months must be seagoing service documented in an approved Training Record Book, and at least 3 months must be approved workshop skills training. This is the structured, full-time entry.

The non-cadetship route

This is the one most working crew take. Rather than a cadetship, you complete the relevant modules from the MCA-approved Electrical and Electronic Engineering HND/Advanced Diploma, the same training, examinations and medical requirements as the cadetship route, the required seagoing service, and approved workshop skills training. Where a candidate isn't coming through an approved training programme, the notice sets the bar at a minimum of 30 months' seagoing service and 3 months' workshop time.

The existing-ETO route — closed

The MCA previously ran a shorter route for people already serving as an ETO or in a similar capacity with 12 months' service, requiring the Chief Engineer Electro-technology and Electronic Principles professional exams plus an Officer Competency Record Book. That route ended on 1 January 2020. If you were counting on it, you now follow the non-cadetship route above.

What counts as sea service

Three conditions do most of the work here, and all three catch people out:

  • It must be served in the engineering department. Time aboard in another role doesn't convert, however electrical the work felt.
  • It must be on vessels of more than 750 kWpropulsion power, calculated from date of engagement to date of discharge. A month means a calendar month, or 30 days where it's assembled from shorter periods.
  • At least 6 months must fall within the 5 yearsimmediately before your certificate is issued. Long-banked sea time doesn't stay current indefinitely.

Seagoing service on the cadetship route has to be documented in an approved Training Record Book, kept as you go rather than reconstructed afterwards. Treat that as the default discipline whichever route you're on — it is the evidence your application rests on.

Qualifications that may cut the requirement

The MCA lists several ways to demonstrate you have already met the required standard, which may exempt you from parts of the route:

  • A degree in Electrical Engineering, or Electrical and Electronic Engineering
  • A foundation degree, HND/Advanced Diploma, HNC/Advanced Certificate or equivalent in Electrical or Electronic Engineering issued under the authority of an EU member state
  • An EU-based apprenticeship in Electrical or Electronic Engineering, at or equivalent to NVQ level 3 or above
  • An STCW Engineering CoC issued by the MCA, or by an administration the MCA accepts for Flag State Endorsement / Certificate of Equivalent Competency
  • Experience as a qualified Royal Navy ETO officer or rating

There is also a specific carve-out on workshop training: the notice records that existing ETOs with 12 months' or more seagoing service will have demonstrated the required standard and are exempt from completing it. Exemptions are assessed individually, so confirm yours with an MCA-approved college before you build a plan around it.

Coming from AV/IT? The crossover is real, but it's specific

Plenty of yacht ETOs started out on the AV/IT side, and the two roles have been converging as onboard networks, entertainment systems and control interfaces have grown. If that's your background, the useful thing to understand is that the certification doesn't reward general technical competence — it rewards a particular kind of documented, departmental experience.

Which points at three practical priorities. First, get your time logged in the engineering department, because that's the condition that decides whether months of work count at all. Second, build the evidence trail as you go — switchboard, generator and distribution work you were genuinely part of, recorded contemporaneously rather than remembered later. Third, close the gap on power systems specifically: AC/DC fundamentals, fault-finding and marine power distribution are where an AV/IT profile is usually thinnest against the ETO standard, and where taught modules or workshop time do the most for you.

Working alongside a certificated ETO through a refit or a heavy maintenance period is the cheapest version of all three at once, if you can arrange it.

How long it takes

Honestly, that depends almost entirely on sea time. The taught modules, workshop training and examinations can be slotted around contracts, but 30 months of qualifying seagoing service is the immovable part and you can only bank it while employed in the right department on a qualifying vessel. Someone arriving with an electrical degree and a steady engineering berth is on a very different timeline from someone starting with neither. Anyone quoting you a single figure is guessing at your sea time.

What does an ETO actually do on a superyacht?

The Electro-Technical Officer looks after the electrical and electronic side of the vessel — power generation and distribution, switchboards, control and automation systems, navigation and comms electronics, and increasingly the AV/IT estate too. On smaller yachts one engineer covers all of it; the ETO exists as a separate role once the systems get complex enough to justify a dedicated specialist.

How much sea time do I need for an MCA ETO CoC?

If you're not coming through an MCA-approved cadetship, the notice requires a minimum of 30 months' seagoing service plus 3 months' workshop skills training. That service has to be in the engineering department, and at least 6 months of it must fall within the 5 years immediately before your certificate is issued.

Does my sea time only count on large vessels?

Can my existing electrical qualifications shorten the route?

Possibly.
